Public Bodies

Refers to the Arizona board of regents, a university under the jurisdiction of the Arizona board of regents, the judicial department, any state agency, board, commission or council, any county, any county elected officer who elects to appoint a designated public lobbyist or any city, town, district or other political subdivision of this state that receives and utilizes tax revenues and that employs, retains, engages or uses, with or without compensation, a designated public lobbyist or authorized public lobbyist.

Lobbying

Attempting to influence the passage or defeat of any legislation by directly communicating with any legislator; or in the case of bonding lobbyists, directly communicating with any school district employee or a school district governing board member or attempting to influence any formal rule making proceeding pursuant to Chapter 6 Title 41 or rule making proceedings that are exempt from Chapter 6 of Title 41 by directly communicating with any state officer or employee.

Lobbyist (Public Bodies)

Designated Public Lobbyist (”DPL”)

  • The main lobbyist for the public body in Arizona
  • Each public body has only one DPL
  • May be a firm or an individual
  • May be a public employee, a private individual or firm
  • Must register with the Secretary of State
  • May be paid or voluntary
  • Required to sign all registration forms and amendments, as well as expenditure and time allocation reports for the DPL and the public body Authorized Public Lobbyist ("APL")
  • The "catchall" provision for those who lobby for public bodies
  • Is not required to register with the Secretary of State but must be listed by the DPL on the registration form
  • May be paid or voluntary
  • Must report expenditures and time allocation to the DPL, who reports them annually
